Another possibility is to take a close look at your load order and try to eliminate some other mods that edit cells, those include lighting and fog mods, new interior mods, settlement mods etc. Remove them one by one until you find the sucker that cause problems. The only real way to resolve such kind of conflict is to use FO4Edit to resolve all those by hand, and as you may guess that may be impossible to do if many cells are conflicting (entire game region for example). Any present Cell edit conflict ensures gamma of consequences you are surely familiar with, namely: screw up of precomputed visibility (previs), precombined meshes, Cell resets, container resets, spring bug and ultimately - CTDs in some cases.
